The Environmental Impact Statement (EIS) for Lake Lyell Hydro is on public exhibition from 31 March to 28 April 2026.  

Community members and stakeholders can view the EIS and make a submission to the NSW Department of Planning, Housing and Infrastructure (DPHI) during the exhibition period. 

Viewing the EIS

Lake Lyell Hydro encourages the community to take the time to review the EIS to understand the Project’s benefits, impacts and mitigation measures. You can view the EIS in full at the following locations: 

  • Online at the NSW Planning Portal
  • Project HQ, 124 Main Street, Lithgow 
  • At Lithgow City Council, 180 Mort Street, Lithgow  
  • At the following library locations: 
  • Lithgow Library, 157 Main Street, Lithgow 
  • Portland Library, 63–65 Williwa Street, Portland 
  • Wallerawang Library, 40 Main Street, Wallerawang 
     

Making a submission

To make a submission, you will be required to set up a Major Projects account on the DPHI Planning Portal. Step by step instructions, frequently asked questions and details on how to contact the Department’s customer support team are available here.  

Making a submission online 

  1. Visit the NSW DPE Major Projects Planning Portal: www.planningportal.nsw.gov.au/major-projects
  2. Create a Major Projects account by clicking the ‘Sign in’ button Search for the ‘Lake Lyell Pumped Hydro Energy Storage’ 
  3. Click the ‘Make a submission’ button 
  4. Select whether you will be making a personal submission or on behalf of an organisation 
  5. Disclose any reportable political donations Decide whether to include your personal information in your submission Make a brief statement on whether you support or object the proposal Fill in the online submission form. Your submission can be either typed or uploaded as a pdf. 
  6. Agree to the terms and conditions and submit.

Lake Lyell Hydro is a significant project for the region, and we want to ensure you have the information you need to make a submission to DPHI, should you wish to do so. 

Since 2021, the Project team has been consulting with the community. Your feedback has helped shape the Project and informed tangible changes and refinements. As we move through the public exhibition period, we are continuing these conversations and supporting the community to engage with the EIS. 

Our Project team will be available across the Lithgow region throughout the exhibition period to answer questions, help you navigate the EIS and explain how to make a submission. We are hosting a series of pop-ups for community members wishing to learn more about the Project and the EIS. You can find us at the following locations and times:

Next steps

After public exhibition, the Project team will prepare a ‘response to submissions’ report, which outlines how the Project has considered community and stakeholder feedback and made changes to the Project where possible. The NSW Minister for Planning and Public Spaces will then evaluate the merits of the Project, paying attention to the economic, environmental, and social impacts, the issues raised during consultation and in submissions, and the principles of ecologically sustainable development. After considering the Project, the Minister will publish a notice setting out the decision and how community views were considered in making the decision.
